Management of Change Support
Process Safety Management (PSM) and Risk Management Plan (RMP)
regulations require owners and operators to follow the management
of change process to ensure continuity of compliance. For major
changes, the management of change may entail all the elements
of the PSM and the RMP programs. However, experience has shown
that for major changes, the PSM coordinator needs to work in
conjunction with the professionals responsible for the engineering,
construction, and initial testing of the change. Of particular
importance is the timing of the events as stipulated by project
conditions and regulatory requirements. PSM program development
in support of a new facility or a major change entails tasks
that are generally not needed for existing systems and operations.
Kazarians & Associates, Inc. has developed a separate approach
for developing the PSM and RMP program for major changes and
new construction. We coordinate with the design engineering
team, with the future system operation and management team,
and the construction management team to ensure that all the
elements of the program are readied as the system is commissioned
and taken over by the owners.
