Experience Base Process Safety
and Risk Management
Process Safety Management (PSM), Risk Management Plan (RMP)
and California Accidental Release Prevention (CalARP) compliance
program development and implementation is one of the main service
areas of Kazarians & Associates, Inc. that encompass a wide
range of related services. As part of these services we have
interacted with the Federal EPA and especially with local administering
agencies. Our project team has been at the forefront of developing
such programs since the inception of the concept, has assisted
in developing related methods, and has trained a large number
of personnel from our client companies in PSM, RMP, and other
related topics.
The following are some noteworthy projects and experiences:
- Developed the RMP and CalARP programs for more than 50 facilities
including: chemical manufacturing, electro-plating, food processing,
wine production, cold storage, power production, parts manufacturing,
and railcar maintenance industries. These programs were submitted
and successfully negotiated with the administering agencies
in Orange County, San Bernardino County, Santa Barbara County,
San Joaquin County, Napa County and Los Angeles County.
- For several large water utilities in Southern California,
developed an integral program addressing PSM, RMP and CalARP
for their entire systems, which included wastewater treatment
plants and a very large number of potable water treatment
sites. The specific chemicals addressed in these programs
included dry chlorine and aqueous ammonia. The CalARP for
these utilities has been submitted to Riverside County, Orange
County, Los Angeles County and Ventura County administering
agencies.
- Developed an integral PSM, RMP and CalARP program for a
very large food processing plant for their Ammonia Refrigeration
System.
As part of the PSM, RMP and CalARP program development, we
conduct Process Hazard Analysis, Offsite
Consequence Analysis and external events (including seismic)
analyses. Also, as part of the program development we produce
a set of administrative procedures that address all aspects
of regulatory requirement and compliance. Standard
Operating Procedures (SOPs) of the systems are also developed
with the help of facility personnel. Training
is an integral part of these compliance programs. We have conducted
a large number of training sessions for our clients and for
professional institutions.
